大会背景 Conference Background
2023年12月，中央经济工作会议提出要打造低空经济等若干战略性新兴产业。2024年，低空经济写入两会政府工作报告，成为新质生产力的重要引擎。2024年7月21日，党的二十届三中全会审议通过的《中共中央关于进一步全面深化改革、推进中国式现代化的决定》中，明确“发展通用航空和低空经济”。
为贯彻落实中央经济工作会议和二十届三中全会精神，加速推进低空经济快速发展，“2025年第八届全球无人系统大会(GUSC2025)”暨“2025珠海国际低空经济博览会（简称：珠海低空展）、国际无人系统新技术成果展”将于11月1-3日在珠海国际会展中心举行。
全球无人系统大会自2017年创立以来，已成功举办七届。作为专注低空经济与无人系统创新发展的高端展会，大会汇聚了来自全球30多个地区的2000多位行业专家、学者和企业代表，吸引了500多家优质企业参展，覆盖低空交通、无人系统、智能制造、技术研发与应用等多个板块。大会打造了集产业交流、技术展示、商务合作于一体的专业平台。大会促成了超100个低空经济产业项目合作协议，总金额达300亿元，涉及无人机整机制造、关键配套系统、低空飞行综合服务等领域。通过高峰论坛、展览展示、互动体验和赛事活动等多元形式，大会吸引了超过30000名行业观众，为粤港澳大湾区智能科技发展注入新动能，推动跨区域协同创新，为低空经济与无人系统产业的未来发展奠定了坚实基础。
In December 2023, the Central Economic Work Conference emphasized the need to develop strategic emerging industries, including the low-altitude economy. In 2024, the low-altitude economy was included in the Government Work Report during the NPC & CPPCC Sessions, establishing it as an important engine for new quality productive forces. On July 21, 2024, the Third Plenary Session of the 20th Central Committee of the Communist Party of China approved the "Decision of the Central Committee of the Communist Party of China on Further Deepening Reform and Promoting Chinese Modernization," explicitly calling for the development of general aviation and the low-altitude economy.
To implement the directives from the Central Economic Work Conference and the Third Plenary Session of the 20th CPC Central Committee, and to accelerate the rapid development of the low-altitude economy, the 8th Global Unmanned Systems Conference (GUSC2025), along with the 2025 Zhuhai International Low-Altitude Economy Expo (Zhuhai Low-Altitude Expo) and the International Unmanned Systems New Technology Achievements Exhibition, will be held at the Zhuhai International Convention and Exhibition Center from November 1 to 3, 2025.
The Global Unmanned Systems Conference has been successfully held seven times since its inception in 2017. As a high-end event focused on the innovation and development of the low-altitude economy and unmanned systems, the conference brings together over 2,000 industry experts, scholars, and business representatives from more than 30 regions worldwide, attracting over 500 leading enterprises to participate. It covers key sectors such as low-altitude transportation, unmanned systems, intelligent manufacturing, and technological research and application. The conference serves as a comprehensive platform for industrial exchange, technology demonstration, and business cooperation, fostering deeper integration and collaboration across the industry ecosystem. To date, it has facilitated over 100 industrial project agreements in the low-altitude economy, with a total value of 300 billion RMB, encompassing areas such as unmanned aircraft manufacturing, critical system components, and integrated low-altitude flight services. Through diverse activities such as high-level forums, exhibitions, interactive experiences, and competitions, the Global Unmanned Systems Conference has attracted more than 30,000 industry visitors, injecting new momentum into the development of intelligent technology in the Guangdong-Hong Kong-Macao Greater Bay Area. It drives cross-regional innovation and lays a solid foundation for the future development of the low-altitude economy and the unmanned systems industry.
主题论坛 Thematic forum
为响应国家加快发展新质生产力的部署，大会聚焦无人系统装备、低空基础设施、低空物流、低空航路、通讯技术、动力与能源、低空防御技术、投融资、融资租赁、反制与管控、应用与运营、适航与认证、国际标准、产教融合等方面，邀请国家相关部委领导、中外院士、业界领袖及专家，围绕“无人系统创新引领，万亿低空乘势腾飞”发表主题演讲，为低空经济发展建言献策，共同探讨智能无人系统领域基础理论、关键技术及装备研发与应用，致力于推动形成全要素、多领域、高效益的智能无人系统发展新格局。
In response to the national mandate to accelerate the development of new quality productive forces, GUSC will focus on various aspects of the low-altitude economy, including low-altitude infrastructure, low-altitude logistics, low-altitude air routes, communication technology, power and energy, low-altitude defense technology, investment and financing, finance leasing, countermeasures and control, applications and operations, airworthiness and certification, international standards, and the integration of industry and education. Leaders from relevant Chinese ministries and commissions, as well as domestic and foreign academicians, industry leaders, and experts will be invited to deliver keynote speeches on the theme of “Leading Innovation in Unmanned Systems, Soaring Low-Altitude Economy into the Trillion-Yuan Market”. The discussions will provide insights and recommendations for the development of the low-altitude economy and explore fundamental theories, key technologies, and the research and application of intelligent unmanned systems. The conference aims to foster a new paradigm of intelligent unmanned systems development characterized by all-encompassing elements, multidisciplinary integration, and high efficiency.

Since its inception in 2017 in Zhuhai, GUSC has evolved into one of the largest, most prestigious, and internationally diverse platforms for the unmanned systems industry in China. The event will comprehensively integrate innovative applications of unmanned systems and the low-altitude economy, showcasing dynamic demonstrations of full-scenario urban applications. The “Unmanned Campaign” was launched as a practical application segment at the GUSC 2022.
